In any setting other than Warhammer, the Empire could easilly play the part of the "bad guys". Citizens live in fear of both the armies of Chaos and the Witch Hunters, who regularly burn people as heretics - often times mistakenly. The design of the Empire is based off of the Holy Roman Empire during the Renaissance period and set in Germany - only with magic and an undying belief in the god Sigmar. The Empire utilizes both magic and technology and the armies of the Empire use a wide variety of weaponry, ranging from swords to spears to bows to pistols.
The Empire is practically always in constant turmoil, but the current threats have become too much for them to handle on their own and are now allied with the High Elves and Dwarfs.
